The following is sutnitted as a supplemental response to our letter of November 30, 1982 concerning I&E Inspection Report 50-321/82-32 and 50-366/82-30.
As discussed in a telephone conversation with your staff on December 20, 1982 and following further investigation of the causes of Violation B,
Item 1, it was revealed that non-licensed personnel at the Plant Hatch site did not follow procedure HNP-425 in that the identified deviation on the standby gas treatment system was not brought to the immediate attention of the shift supervisor. Our earlier response discussed the need to conduct an evaluation of deviations in general terms and the problems inherent with that process. However, the subject event and violation of 10 CFR 50.72a(5) occurred because a non-licensed person did not immediately report the deviation to the shift supervisor.

report deviations of a safety nature to the shift supervisor will be emphasized to the person involved.
The individual involved is a relatively new GPC employee, hired since the last training was given on this proce-dure. This action will be completed by January 15, 1983.
