Response to I&E Inspection No. 50-271/82-08

Dear Sir:

This letter is written in response to Reference (b) which indicates that one of our activities was not conducted in full compliance with Nuclear Regulatory Commission requirements.

The alleged violation was identiffeJ during the inspection performed by your Mr. W. J. Raymond during the period May 11 - May 31,1982.

Information is submitted as follows in answer to the alleged violations documented in Appendix A to your letter:

Violation Technical Specification 6.2.B establishes the requirerents (82-08-03) governing the function and responsibilities of the Nuclear Safety Audit and Review Committee (NSARC) and requires under paragraph 6.2.B.5.c that the Committee review the safety evaluations for changes made to plant equipment or systems completed under the provisions of 10CFR50.59.

Contrary to the above, as of May 28, 1982, the Safety evaluations for twelve design changes to plant equipment / system, completed in 1981 and reported to the NRC in the 1981 Annual Report, has not been reviewed by the NSARC.

Response

The NSAR Chairman has reviewed the Status Log of Plant Design Change Requests (PDCR's) which have been initiated since 1980, to determine those PDCR's which have been approved for implementation. All approved PDCR's which have not been reviewed will be issued for review by the NSAR Committee by the end of August. The Committee will review the safety evaluations for changes to equiprent or systems completed under the provisions of 8209080044 820830 gDRADOCK 05000271 PDR

Mr. R. W. Starowstecki Page 2 10CFR50.59 to verify that such actions do not constitute unreviewed safety questions. This review function will be finalized at the next regularly scheduled NSAR meeting.

In order to prevent future violations of this nature, we have reviewed the procedures and instructions which provide for the distribution of approved PDCR's to NSAR Committee. Changes will be made, as necessary, to ensure proper distribution of these documents to the Committee; these changes will be completed by September 1, 1982.
