Byron Station Units 1 and 2 HVAC Installation NRC Docket-Nos. 50-454 and 50-455
Dear Mr. Keppler:
On January 25, 1983 Commonwealth Edison Company notified Mr. Julian Hinds of your office of a deficiency reportable pursuant to 50.55(e) regarding the installation of HVAC system components at Byron Station.
For your tracking purposes this deficiency is num-bered 83-01.
This letter fulfills the 30-day reporting requirement.
Description of Deficiency Safety related ductwork, hangers, and accessories were not installed in accordance with dimensional tolerances and typical details as shown on the Sargent and Lundy design drawings.
There also was a deficiency in implementation of the Reliable Sheet Metal Q.A. Program since these dimensional deficiencies were not identified during the Q.C. inspection process.
These deficiencies j
have been documented on a system / area basis on CECO NCR's 757 thru 766.
Analysis of Safety Implications Proper operation of safety-related HVAC equipment is required to assure operation of other safety-related equipment during design basis transients.
The safety implications of this reportable deficiency could only be assessed after a case-by-case analysis of specific dimensional deviations.
Corrective Action To Be Taken The following actions are being taken to correct the deficiencies:

The present design tolerances are being clarified and additional tolerances are being provided in order to achieve proper installation and inspection of HVAC Systems.
3.
Safety-related HVAC field installations work is being reinspected in accordance with revised procedures to insure compliance with design details and tolerances.
4.
Any necessary rework will be completed prior to fuel load.
