Region I, L.S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pennsylvania 19406 RE: low Level Radioactive Waste Management Per Public Law 96-573

Dear Dr. Brenneman:

In our New Hampshire discussion of LLRW, we have looked at the various potential compact af filiations.

In the process, we have noted New Hampshire's unique problem--like other low-level generators--and wondered about using a unique solution. Since our largest producers happen to be Mary Hitchcock Hospital, and potentially Seabrook Nuclear Plant, we wondered about the following possibility.

Mary Hitchcock Hospital is now planning to care for their own LLRW on site--with minor exceptions. Seabrook, like existing nuclear plants, can store LLRW for up to two years on site; we understand they are asking for a five-year period. A question arises.

From our calcu-3 lations, Seabrook's LLRW is about 30,000 f t / year. For even twenty years, it is a relatively low volume. We estimate it could be stored in an above ground building approximately 160' x 50' x 50' on the Sea-brook site itself.

Such a solution would obviate:

-the need for potential leaching of LLRW stored underground

-the need for transportation of LLRW on public roads

-the need for duplicate security and health physics facili-ties at 10 CRF Part 61 proposed sites.

The attendent economic savings and positive social implications would do much to simplify this complex problem.

.i Would you comment on this possibility as a solution unique for New Hampshire--and possible other low producers of LLRW. Also, the steps we could take to promote and implement such a program. Thank you for your attention to this matter.
