i In accordance with ICCFR Fart 21, this letter will previde noti fi ca t i c n of a defect that has been determined to exist in six ecergency standby diesel-cenerator sets suppliad to nuclear facilities by. Cocper Energy Services.
Four of the diesel-generators in question were procured by Sechtel Ccrperction, San Francisco, California for the Fcansyl-vania Pcuer and Light Ccrecny's Su:quehanna SteE.7 Electric Station at Ceruick. P ennsyl van i a.
The reczining two were procured by Ebasco Services, I n co r;:o ra t e d, iMw York, U.Y. for Louisiana ?cuer and Light Company's Waterford Huclear Station #3 at Taf t.
.c The defect e.xists in a spring which operates the overspeed shutdcun butterfly valve en the eng'ine turbechcnger air inlet

The spring is picted with eicctrciytically deposited i
cadniun to prevent corrcsion.
Several identical springs have recently failed on units ttill in the process of nanufacture at C.E.S.
The c use of failure has been deter =ined to be cracks in the bcsc retal,' caused by tne electrolytic plating process.
l Although the springs tnat are installed en the above identified delivered units have not failed, the possibility of eventual failure necessitates replace = enc cf the spring on the delivered
. units.
Hone of the delivered units are operational at this tice, so l

there is no actual sa fety hasard crea ted by the defect. If the l
units were opera:icn:1 and the spring uere to fail, ene of the two overspeed protection cevices provided on each engine uccid fail to perforn.
