are inferning the Scard that the Pennsylvania Pcwer and Light Ccmpany has applied to the Pennsylvania Department of Environmental hescur:es (DFh) -for a permit to discharge industrial waste, such as chleride,
frem the Serwick atenic pcwer plant,sometime in the future,into the Susquehanna hiver and into the bicsphere. This is the cubject of various admitted cententiens pending bsfere the Board, nanely Cententions Nos. 1, 2, 9. 11, le, 18, et al. (NhC Docket 1.cs 50-387 & 50-383).
The Citizens object to the Applicant's apparent defiance of the Scard's Crder of ?. arch 6,1979 The P.P.& L., as a party to the Nhc licensing proceedings, has ' lowinfly dicregarded the fact that there c
are legel c:ntentions raiced by the interveners relating to the discharge t
of industrial waste that will be litigated at public hearings before the Board in the near future.
If the permit applicatien is not withdrawn, and, if the DEh acts on the P.P.& L. applicction before the I;hC hearings are concluded,

procedures. The =ere fact that a permit request has been nade to the UEh is evidence of the Applicant's calleus disregard for the Beard's adjudicative pcwers. The electric ccmpany seems to be naking a :c:kery of established Federal licensing rules and regulatiens by this c'ircumventien. In light of the Three-: tile-Isicnd catastrophe and expos 6, this is incredibly irrespenible!
