The bases for the proposed Fxy change state that bounding values of the power factor F (Z)X (Relative Power) were g

calculated as a function of elevation by assuming various load follow transients on the reactor through insertion and removal of control rod banks C and D.

Describe the

RESPONSE

The methods of WCAP-8385, Ropical Report: Power Distribution Control and Load Following Procedures)were employed utilizing the PEAKING FACIOR subcase analysis. The analysis was justified in the letter NS-CE-1749 of April 6,1978 from C. E. Eicheidinger of Westingouse to J. F. Stoltz, LWR Branch Chief of the NRC Division of Project
