ENCLOSURE SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 INSPECTION REPORT 50-327/78-33 AND.50-328/78-24 RESPONSE TO DEFICIENCY DEFICIENCY 327/78-33-02 AND 328/78-24-01 Criterion XVII of Appendix B to 10 CFR 50, as implemented by the FSAR, Paragraph 17.lA.17, requires in part, " Sufficient records shall be maintained to furnish evidence of activities affecting quality. TVA procedure SNP-CP-No. W-1, Rev. O, Paragraph 7 requires "A daily log of holding oven temperatures shall be maintained. Temperatures shall be recorded at the beginning and at the mid-point of each shift during which material is issued from the oven."

Contrary to the above requirements, the following was observed:

On October 26, 1978, during inspection of the turbine building rod issue station, the inspector noted that only one rod oven

. temperature chech was logged on October 20, 1978, October 21, ,

1978 and October 25, 1978. In addition, no oven temperature check had yet been logged on October 26, 1978, at the time of the inspection which was 1:50 p.m. Temperatures logged on either side of the missed entrees were listed as satisfactory and a check on October 26,1978, at 1:55 p.m. was satisfactory.

CORRECTIVE STEPS WIIICII liAVE BEEN TAKEN AND T!!E RESULTS ACl!IEVED:

Examination of the turbin[ building rod issue station logs on October 26, 1978, for a period of a month preceding that date showed that the rod ovens had been checked and documented in accordance with SNP Construction Procedure No. W-1 except for the dates cited. Through interviews with the lead inspector in charge of the rod issue station and others who were assigned to this station on October 20, 21, 25, and 26, 1978, it was determined this period.
