It_s' The Board, by Memorandum and Order dLted November 17, 1978, requires the State of Michigan to " advise it on or before November 28, 1978, if it intends to participate and to specify the subject matters which it desires to participate."

The State of Michigan does intend to fully participate.

1.

SCOPE OF PARTICIPATION.

The State of Michigan is an " interested state" pursuant to 10 CFR 2.715 (c).

As such we are entitled to fully participate in all aspects of the proceedings.

It is the intent of the State of Michigan to cross-examine witnesses, file appropriate motions, and take discovery.

Additionally, we reserve the right to introduce evidence.

Also reserved is the right to file proposed findings and the right to appeal.

SUBJECT MATTER O F PARTICIPATICN.

The State of Michigan intends to participate in regard to the following specific subjects:

1.

Each contention raised by an intervening party, including, but not limited to, (a) contentions concerning the settlement of the Diesel Generato Building foundation, (b) fogging caused by the cooling pond, and (c) effects on the ground water.

2.

Impact upon the quality and quantity of water in the Titlabawassee River.

3.

Impact of air emissions upon air quality.

4.

Impact of accumulation and disposal of hazardous wastes.
