Gentlemen:
Upon receipt of the subject bulletin, we contacted the Arkansas Nuclear One Unit 2 (AN0-2) vessel manufacturer, Combustion Engineering Inc. (CE), to' prepare the requested information for submittal. We were subsequently notified by CE of their direct response from A.E. Scherer to Harold D. ThornburgTon November 3, 1978. We at Arkansas Power and Light Company understand this response to contain a request for revision of the request in the bulletin in order that the Commission's concern can be addressed in a timely manner. We feel this can be accomplished if the Comnission agrees, as we do, with CE's i
identification of the problems:
(1) assurance that the particular-heat of
]
weld wire identified in the bulletin has not been utilized in the manufacture of reactor vessels supplied by other manufacturers; and (2) providing reasonable assurance to the Commission that no similar incident has occurred. Further, we believe CE's proposed approach capable of adequately addressing this problem in a timely manner and therefore, we propose to delay our response to the subject bulletin until resolution of CE's proposal is complete.
