Dear Mr. Keppler:

This letter is in response to the NRC Inspection Report Number 82-14 dated November 22, 1982. That report identified one item of noncompliance in which PSI was cited for tailure to assure fully that the responsible contractor implemented the preservation program for materials and equipment, and directed Public Service Company of Indiana, Inc. (PSI) to address the resulting Notice of Violation set out in the appendix of the Inspection Report. The following addresses the noncompliance identified in the Notice of Violation as requested by the Inspection Report.

Violation - 10CFR50, Appendix B Criterion XIII Description of Violation 10CFR50, Appendix B, Criterion XIII, Handling, Storage, and Shipping, states:

" Measures shall be established to control the handling, storage, shipping, cleaning, and preservation of material and equipment in accordance with work and inspection instructions to prevent damage or deterioration."

l In addition, Public Service of Indiana's Marble Hill PSAR Chapter 17, dated April 19, 1980, Section 1.13, stated in part:

" PSI had delegated responsibility for specifying handling, storage, shipping, i

cleaning, and preservation of material and equipment requirements to its principal contractors and contractors." Cherne Contracting Company's Procedure 12.5, General Requirements for Fabrication and Installation of Safety Related Components, implements these requirements.

IPMMANA Mr. James G. Keppler December 21, 1982 Contrary to the above, the licensee failed to. assure fully that the responsible contractor implemented the preservation program for materials and equipment being installed as follows:

o Protective end caps were not installed.

o Material and piping spools were stacked such that proper protection was not afforded.

o Weld joints were not covered, taped, or sealed.

o Piping spools were utilized to store construction equipment.

Corrective Action Taken and Results Achieved The Mechanical Contractor (Cherne) has inspected the Construction areas, and all affected items were checked for internal cleanliness, protective end caps were installed on those pipes missing them, weld joints were taped, and stainless steel and carbon steci pipe spools were separated. This action was accomplished on August 27, 1982.

Corrective Action Taken to Prevent Recurrence Cherne has instructed Quality Control Engineering, and Craf t Supervisory personnel of the importance of working in compliance with approved procedures and Quality programs.

Additionally, PSI Project Management has received a commitment f rom the Mechanical Contractor that the Contractor's QC Inspectors will increase the frequency of monitoring activities to verify continued compliance to procedures.

Progress Achieved and Date of Full Complaince PSI Project Management has been assured that actions have been fully implemented on August 27, 1982.

Verification has been performed by Cherne, and PSI will assure that the Contractors will continue to monitor housekeeping activities on a frequent basis.
