Dear Mr. Spessard:
Toledo Edison acknowledges receipt of your November 26, 1982, letter (Lcg No. 1-708) and enclosures, Appendix, Notice of Violation and Report 50-346/82-31, referencing one (1) apparent violation on the Davis-Besse Nuclear Power Station, Unit No. 1.
Following an examination of the item of concern, Toledo Edison herein offers information regarding this item.
Violation:
Technical Specification 6.8.1 requires that written procedures be implemented. Administrative procedure 1844.00 " Maintenance", requires that maintenance conducted on items associated with the Fire Protection System will be controlled in the same manner as nuclear safety related maintenance. Toledo Edison Quality Assurance Procedure 2050, Section 7.1.1 states that written procedures shall be in sufficient detail to accomplish the activity and shall implement the appropriate aspects of design specifications,
_ drawings, and other design documents.
Contrary to the above:
Repair of the buried Fire Protection Piping between valves FP 53 and FP 54 was accomplished with inadequate pro-cedures, in that there were no requirements listed on the Maintenance Work Order for restoring the backfill to original specifications.

Response
1.
Corrective action taken and results achieved.
The applicable specification for backfilling of the area under excavation was reviewed and incorrectly interpreted.
The Mainanance Work Order was revised to reflect the specification requirements and the backfill work was completed.
2.
Corrective action to be taken to avoid further non-compliance.
The Station Maintenance staff will review, in general the requirements for maintenance activities to restore i
equipment to the conditions specified in design documents
'i and, specifically, the requirements for referring to the applicable specifications for backfill on site. Toledo Dfison Engineering will be consulted whenever a spccification is in doubt.
3.
Date when full compliance will be achiaved.
Toledo Edison will achieve full compliance by 01/15/83.
