SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 97 TO FACILITY OPERATING LICENSE NO. NPF-11 AND AMEN 0 MENT NO. 81 TO FACILITY OPERATING LICENSE NO. NPF-18 COMMONWEALTH EDISON COMPANY l
LASALLE COUNTY STATION. UNITS 1 AND 2 DOCKET NOS. 50-373 AND 50-374
1.0 INTRODUCTION
By letter dated February 25, 1993, the Commonwealth Edison Company (CECO, the licensee) submitted a request to implement a number of revisions to the LaSalle County Station, Units 1 and 2, Technical Specifications (TS).
The amendments requested changes to the emergency diesel generator (EDG) fuel oil sampling and testing requirements in TS 4.8.1.1.2.c.
The requested change to TS 4.8.1.1.2,c will read as follows:

"By sampling and analyzing stored and new fuel oil in accordance with the following:
1.
At least once per 92 days, and for new fuel oil prior to addition to the storage tanks, that a sample be obtained and tested in accordance with the applicable ASTM Standards has:
a)
A water and sediment content'within applicable ASTM limits.
b)
A kinematic viscosity at 40 *C within applicable ASTM limits.
2.
At least every 31 days, and for.new fuel oil prior to addition to the storage tanks, that a sample obtained in accordance with the applicable ASTM Standard has a total particulate contamination of less than 10 mg/l when tested in accordance with the applicable ASTM Standard."
2.0 EVALVATION This amendment request is being submitted to allow the licensee to update the sampling and testing requirements for EDG fuel oil to current standards.
This amendment request also proposes to move any actual reference to the applicable ASTM Standards to the TS Bases section.
Referencing the applicable ASTM Standards in the Bases section will allow the licensee to process any further updates to the Standards through their 10 CFR 50.59 Safety Evaluation 9403160113 940310 PDR ADOCK 03000373 2

Screening Process and Station Onsite Review Process.
This is acceptable to the staff.
The amendment request proposes to change a number of ASTM Standards for sampling and analyzing stored and newly procured EDG fuel oil at the LaSalle Station:
Sampling, previously done in accordance with ASTM D270-1975, will now be done in accordance with ASTM D4057-88 in order to update the standard to the one with the most current techniques for obtaining fuel oil samples.
ASTM D975-77, " Standard Specification for Diesel Fuel Oils," will be updated to ASTM D975-88 to allow the tests for water and sediment content, and kinematic viscosity to include acceptance criteria for long-term storage of diesel fuel oil.
Testing for diesel fuel oil particulate content will be done in accordance with the guidance and provisions of ASTM D2276-89 instead of ASTM D2274-70, and will be performed at a frequency of at least once per every 31 days.
This replaces the old frequency for particulate testing of at least once per every 92 days.
Sampling for the kinematic viscosity test and the water and sediment content test will be done by means of a " thief" apparatus in accordance with the criteria of Section 8.7.2 of ASTM Standard 04057-88.
Samples for the fuel oil particulate content test will be drawn from a sampling probe in accordance with Section 8.4 of ASTM Standard D4057-88.
These methods of sampling are acceptable to the staff.
The proposed tests for kinematic viscosity, water and sediment content should be done in accordance with the respective ASTM testing methods referenced in ASTM Standard D975-88.
The test for fuel oil particulate content should be done in accordance with the methods and criteria found in ASTM 2276-89 (particularly, Section A.3).
The proposed sampling and' testing methods meet current methods, practices and acceptance criteria for the sampling-and testing of freshly procured and stored diesel fuel oil.
The staff finds the licensee's proposed changes to the ASTM Standards referenced in the TS Bases meet current NRC staff positions-on the sampling and testing of freshly procured and stored diesel fuel oil.
The staff also finds the licensee's proposal to change TS 4.8.1.1.2.c acceptable.
3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Illinois State official was notified of the proposed issuance of the amendments.
The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION
j The amendments change a requirement with respect to the installation or use of a facility component located within the restricted area as defined.in 10 CFR Part 20 and change surveillance requirements.
The NRC staff has determined that the amendments invcive no significant increase in the amounts, and no l
significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure.
The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (58 FR 36431). Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
