Box 466 Bowling Green, Ohio 43402-0466 Subj ec t: Noncompliance with Ohio Environmental Protection Agency National Pollutant Discharge Elimination System Permit Number 2IB00011*ED Maximum Daily pH Limit for Outtall 001

Dear Mr. Plotts:

This notification is being provided in accordance with Part III, Section 12 (D) of the Ohio Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System Permit Number 21B00011*ED for the Davis-Besse Nuclear Power Station.

On February 24, 1994, at 0840 hours0.00972 days
0.233 hours
0.00139 weeks
3.1962e-4 months
, the Outfall 001 daily pil was determined to be 9.09 Standard Units (SU). A duplicate sample was then determined to be 9.07 SU. Both of these values exceed the maximum daily pH limit of 9.0 SU. A sample of the I.ake Eric intake water was collected at 1225 hours0.0142 days
0.34 hours
0.00203 weeks
4.661125e-4 months
with a pil of 8.86 SU. Intake water has been in the 8.8-9.0 SU range since February 18, 1994. Attempts to decrease the discharge pil level by dilution vere unsuccessful due to the high intake pH values. The Port Clinton Vater Treatment Plant was contacted to verify the high lake pil level. The intake pli was high in Port Clinton, also. The cause of these elevated values is unknown, but this seems to be a common problem encountered by other facilities along Lake Erie, as well.

l Following identification of this condition, telephone notification was made to the Ohio EPA Emergency Response Center in accordance with permit Section 12(B).

The report number is 9402-62-0701.

p!! values vill continue to he monitored closely until the I.ake Eric intake pil returns to normal.

Should you have any questions regarding this matter, please contact Mr. Villiam T. O'Connor, Manager - Regulatory Affair:, at (419) 249.-2366.

Sincetely yours, g 7 _- ,,
