Dear Mr. Long:
This refers to the apparent infraction in the subject inspection report which states:
Technical Specification 3.8.1.1 requires that two separate and independent diesel generator sets (one 4075KW and one 2850KW) be operable in Modes 1, 2, 3 and 4.
Contrary to the above, on September 4, 1978, the inspector observed that the starting air receivers for the 1B (4075KW) diesel were insufficiently pressurized to insure starting of the diesel.
The above incident was reported to the Nuclear Regulatory Commission in Licensee Event Report (LER) 78-066/03L-1. The corrective action taken to restore the 1B diesel generator to an operable status and the corrective actio3 taken to avoid further noncompliance are stated in that report. Alabama Power Company is now in full compliance.
