TVA Mailroom DEC 3 01982 Mr. John Marlar, Chief Facilities Performance Branch Water Management Division U.S. Environmental Protection Agency Region IV 345 Courtland Street, NE.

Atlanta, Georgia 30365

Dear Mr. Marlar:

NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT N0. ALOO22080 - BROWNS FERRY NUCLEAR PLANT Description of the discharge--Discharge No. 006 - Sewage treatment plant effluent. A grab sample collected on November 16 and reported from the laboratory on November 23 contained 58 mg/L B0D S

, exceeding the permit limitation of 45 mg/L.

~

Cause and period of the noncompliance--The noncompliance was attributed to excessive and surging flow causing overloading of the treatment system. A sample collected on December 16 contained a BODn concentration of 28 mg/L. Therefore, the period of noncompliance had ended.

Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--The overload has been studied and design changes are currently being reviewed. We plan to finalize the modification proposals in the near future.

Sincerely, J

Mohaned T. El-Ashry, Ph.D.
