Dear Mr. Stolz:

Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.

This application requests that the Davis-Besse Nuclear Power Station Unit No. 1 Technical Specifications, Appendix A, be revised to reflect the changes attached. The proposed changes involve the Radiological Effluent Technical Specification (RETS) which are to be incorporated into Appendix A of the Davis-Besse Technical Specifications and the deletion of the remainder of Appendix B.

On June 13, 1980 (Serial No. 619), Toledo Edison submitted a License Amendment Request (LAR) to delete all of the non-radiological environmental monitoring requirements in Appendix B.

With the issuance of the License Amendment requested on June 13, 1980, the non-radiological environmental monitoring will be under the exclusive purview of the Ohio Environmental Protection Agency which issues the Davis-Besse National Pollutant Discharge Elimination System (NPDES) permit.

The RETS referenced the Offsite Dose Calculation Manual (CDCM) and the Process Control Procedure (PCP) manuals which are included in this ubmittal for NRC review. An appendix to the ODCM contains the justific-ations for exclusions identified in the NRC letter of October 1, 1982 (Log e

No. 1099) concerning RETS summary of the meeting on September 2, 1982.

The exemptions were discussed in our September 2, 1982 meeting with the NRC.

Also discussed at that meeting was the PCP manual.

It was noted that the procedure that we were using is a vendor supplied document for our liquid waste processing. We are providing the procedure as requested for NRC review, r301060139 821223 Q%

Docket No. 50-346 License No. NPF-3 Serial No. 887 December 23, 1982 Page 2 The October 1, 1982 letter identified that Toledo Edison would provide a date for turbine building sump effluent line monitor installation.

Toledo Edison is currently reviewing all work items including the turbine building sump effluent line to ensure optimal resource utiliziation in 1983.

When the internal review is completed, a schedule will be forwarded to you no later than January 31, 1983.

The RETS will be incorporated into the Davis-Besse Nuclear Power Station Unit No. 1 Technical Specifications Appendix A, six months after approval by the commission. This time frame is required to allow procedure development, review, approval and training.

This amendment request is a revision to our submittal of March 16, 1979 (Serial No. 488) and therefore, no fee is incurred.
