This letter constitutes a final report concerning the subject

. condition initially reported to the Commission as a potentially reportable.

deficiency under 10CFR50.55(e).

Our previous report QA-1905, dated July 28, 1982, reported a' deficiency with welders qualified to the test requirements of H. J. Kaiser Company procedure SPPM 3.1.51.

Contrary to the requirements of the ASME Section IX, 1971 thru 1973 Winter Addenda,' welders were qualified only in two positions, vertical (3G) and overhead.(4G). The code states that-qualification in the horizontal (2G), vertical (3G), and overhead (4G) positions shall qualify for all positions.

The sacrificial shield, by Code, is not an ASME component, however, the design specification does require welding per ASME Section IX.

Per the AWS D1.1-72 code, qualification in the Vertical '(3G) and overhead (4G)

position qualifies a welder for all positions per table 5.23.

S&L has compared and analyzed-the acceptance standards for both AWS Dl.1 and ASME, and concluded that the acceptance standards for qualification are equivalent. This condition has been determined to be not reportable, as the structural qualification requirements of AWS are satisfied and the vertical and overhead positions are the more difficult to weld.

identified. discrepancies in the interpretation and documentation of the radiographs of the sacrificial shield and item M-45 concerning welder qualification records. Upon further review of these items, it has been determined that the subject condition is completely independent. The qualification position is not related to radio-

]

graphs of the sacrificial shield nor the welders qualification records. These are separate deficiencies which shall be dealt with-individually.

We trust the above will be found acceptable as a final report under 10CFR50.55(e).
