Dear Sir:

In the cover letter of the subject inspection report, the inspector raised a question regarding the Technical Support Center (TSC) ventilation system survelflance procedure and the effectiveness 1

of the discrepancy resolution systern that is being used by the Emergency Preparedness Group.

j During NRC !nspection 50-277/94-02 and 50-278/94-02 conducted January 24 - 28,1994, a

information was provided to the inspector concerning the TSC ventitation system surveillance i

procedure. It is our understandlag that no other information is required at this time for the surveillance procedure. Please find attached our plans to enhance the discrepancy resolution system. Although the discrepancy resolution system was assessed in the inspection report as being adequately implemented, the planned improvements will strenc'han the overall process.

Response to inspection Report 93-34/34 The effectiveness of the discrepancy resolution system was identified during the 1993 EP self.

assessment process as a watch area, with the particular focus being to upgrade the trending of Issues. In order to improve the EP discrepancy resolution process, the following enhancements will be incorporated into the EP. Action item Tracking (EP-AIT) System:

1)

The trending system will be enhanced to incorporate an EP activity specific coding system that will provide for action items to be categorized and trended by problem type.

2)

The pre-programmed reports will be modified to utilize the EP-soecific trend codes The search capabilities will be expanded to inciease the speed and ease of access to specific subjects and items.

3)

Procedure EP-C-2, entitled " Action item Tracking System", will be revised to reflect these revisions to the EP-alt system.

Implementation of trending capability will allow us to perform assessments to identify common issues of concern and ensure that corrective actions are applied, it is expected that these EP-AIT enhancements will further allow for trending and analysis of historical data. In order to establish an appropriate base line, previously identifled drill action items will be reviewed for categorization of trends. The improved EP-AIT system will be in place by June 30,1994.
