Dear Mr. O'Reilly:

As part of our response to the referenced IE Bulletin, Alabama Power Company committed to installing a security fence with a gate requiring a special radiation work permit for entry onto the walking deck leading to the access port adjacent to the fuel transfer tube.

As a result of further evaluation, Alabama Power Company rescinds the above response and provides the following alternative in answer to questions 2 and 3 of the subject Bulletin:

The access port adjacent to the fuel transfer tube will be completely filled by solid concrete blocks stacked loose with no mortar joints, and braced in place with

bolted steel plates on both face.
