Arkansas Nuclear One-Unit 2 Docket No. 50-368 License No. NPF-6 Emergency Relief To Technical Specification 3.8.1.1 (File: 2-1511.1)
Gentlemen:
On Thursday, November 9,1978, mechanical problems caused one of the two emergency diesel generators to be declared inoperable. The appro-priate actions of Technical Specification 3.8.1.1 Action a were taken and the reactor is now in a cold shutdown condition (Mode 5). To preclude this mechanical failure from impacting our startup schedule, we request a one time relief from Technical Specification 3.8.1.1.b to allow operation in Modes 3 and 4 with one diesel generator and two offsite power systems operable. The basis for our request is as follows.
Since the ANO-2 reactor has never gone critical, there is no decay heat to remove from the core and therefore no safety significance involved with returning to a heated up condition (Modes 3 and 4).
Therefore, there is no effect on the health and safety of th'a public.
With only one diesel generator proved operable while in Modes 3 and 4, we will demonstrate both sources of offsite power to be available by performing Surveillance Requirement 4.8.1.1.1.a.
Also, we propose to verify a source of emergency power by running the operable diesel while in Modes 3 and 4 until both diesel generators are proved to be operable. We believe the continuous operation of the operable diesel generator to be the preferred means of assuring a means of emergency power is available.

Presently our schedule calls for heatup to begin Saturday, Noventer 18, 1978, however certain contingencies may improve on this schedule. There-fore we request your expeditious approval of our request no later than November 17, 1978 to avoid impacting our startup schedule.
In accordance with 10CFR170.12 we have determined this request to be administrative in nature because of the plant status and hereby remit a check in the amount of $1,200.00.
