Gentlemen:

Our letter of October 27, 1978, on the above subject, transmitted our interim comitment to alleviate the Staff's concerns as to our confor-mance with GDC-17.

However, in conversations with the Staff, subsequent to the above letter, we understand that the Staff has found our proposal (made in an October 20, 1978, telecon) of " splitting" the loads on Startup Transformer #2 (SU2) between AN0-1 and 2 to be acceptable. Therefore we wish to revise our -

U interim comitment to be as follows.

We.will, before Mode 2 operation of ANO-2, place the appropriate feeder i

breakers, from SU2 to AN0-1 and/or ANO-2, in the " pull-to-lock" position i

such that no more' loads than the equivalent of full ANO-2 house loads can be automatically connected to SU2 at the same time. Implementation of

this commitment will be effected before Mode 2 operation (of ANO-2) by incorporating a standing order in our Operating Procedures.

j In order to verify correct alignment of the feeder breakers, we will:

(1) following any change in the breaker alignment, log the positions of the breakers and verify that the alignment is in accordance with j

the procedure or (2) as a minimum, log the positions of the breakers and verify that the alignment is in accordance with the procedure at least cnce every 14 days.

2-118-3 We wish to repeat that we believe that the existing ANO-2 design meets the requirements of GDC-17 and we wish to pursde this issue further with the Staff. We will, however, maintain appropriate breaker arrange-ments, as committed above, until final resolution of this issue.

This letter supersedes our letter of October 27, 1978, on the same subject.
