FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specification Related to Single-Loop Operation
Dear Sir:
Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License", together with forty (40) copies of Attachment I and II thereto, comprising a statement of the proposed change to the Technical Specifications and the associated Safety Evaluation.
Also, transmitted herewith is the General Electric Company Report NEDO-24281, "FitzPatrick Nuclear Power Plant Single-Loop Operation",
dated August 1980.
This application seeks to amend Appendix A of the Operating License.
The proposed change would modify selected pages of the Technical Specifications (shown as Attachment I to the enclosed
" Application for Amendment to Operating License")
so that the plant l
could be operated at reduced power with one recirculation loop out 2Ol O
of service.
The Technical Specifications currently allow such f
i I
operation for only twenty-four hours.
However, the capability for single loop operation for longer periods is needed to ensure plant j g/D availability in the event maintenance removes one of the loops from W C{O[*
operation.
As detailed in the Safety Evaluation Attachment II, i
j extended single loop operation will not degrade the ability to safely operate the FitzPatrick Plant.
g The General Electric report, entitled "FitzPatrick Nuclear Power Plant Single Loop Operation", provides technical information and results from safety analyses which support this application to amend the Technical Specifications.

The Authority has classified this Application for Amendment to the Operating License as Class III.
Enclosed is a check in the amount of $4,000 as the filing fee per 10 CFR Section 170.22, which the Authority pays under protest pending a final determination of the legality of the fee schedule.
