During a telecon on Octobar 20, 1978, between your Mr. L. Engle, et.al.
and our Mr. T. Enos, et.al., the staff informed us that they had deter-mined that ANO-2 did not meet GDC-17 and suggested three possible modi-I fications that we could make, each of which would alleviate the staff's concerns. This issue was discussed further in a telecon on October 25, 1978, between the above mentioned parties.
In response to the staff's position on this issue, and in order to preclude possible impact on our startup schedule, the following interim commitment is provided. We will, before entering Mode 2 operation, place the feeder breakers, from startup trans-former #2 to either ANO-1 or ANO-2, in the " pull-to-lock" position such that the two units (ANO-1 and 2) cannot be automatically connected to startup transformer #2 at the same time.
Implementation of this commit-ment will be effected before Mode 2 operation (of ANO-2) by incorporating a standing order in our operating procedures.
We believe that the existing ANO-2 design meets the requirements of GDC-17 and we wish to pursue this issue further with the staff. We will, however, maintain the breaker arrangement, as committed above, until final resolution of this issue.
