. .f, On June 14, 1982 I submitted a copy of remarlEs g g i ended to deliver s

at the impending NRC hearings concerning the Radiological Emergency Response Plan for Indian Point. Some six nonths later, I have yet to deliver those com:nents, and despite many meetings and much planning and development involving other deficient facets of the plan, the Police Community remains in substantially the same posture. It is virtually unequipped and otherwise unprepared to deal with such an emergency, should it occur todsy, tonorrow, or at any time in the near future.

On November 4th 1982, I attended one of the seven bi-weekly, progress-report meetings at the PASNY offices in White Plains. I there made the comment that the list of " deficiencies" to be dealt with did not address the problem of inadequate radio-co=unications between Police Agencies. There are 40 separate police agencies in Westchester County alone, and we simply cannot realistically

, plan for a coordinated response to any cross-jurisdictional problem if the police acencies can't comunicate with each other! That situation will crevail until l

I the proper radio equipment is in place and no efforts are being made to deal with this problem, to the best of my knowledge. Indeed, its import apparently has gone unrecocnized. -

e' a " phased" acquisition of low-range, self-reading dosimetars that simply means that for scme indefinite time, while the phased acquisition is taking Pl ace, that the police and other emergency workers will have to operate with-out such.

In short, police dedication and willingness to serve is not enough.

Until the noted deficiencies are remedied, we can't even begin to assess the viability of evacuation plans and other police-involved operations.
