5997 Riverdale Avenue Bronx, NY, 10471 Email: rwmorrowmd@aol.com General Comment As the NRC knows, decommissioning of a large nuclear power plant is difficult and complicated by the dangers of leakage of toxic radioactive residues. The skills needed by a decommissioning company are broad and complex, including containment and transport of radioactive waste. The region of Indian Point is neither unpopulated nor far from navigable waters, This density with few escape routes speaks to a project fraught with immediate and lasting risks.

Transferring Entergy's licenses to a company whose main interest is pillaging the trust fund designed to underwrite decommissioning strikes me as giving firefighting responsibility from the fire department to an inexperienced group with a questionable history. It would be no surprise if such a group would enter a burning building to steal a safe, then leave, declaring bankruptcy.

Southern NYS is an engine for the economy of the entire country. Releases of dangerous radioactive materials into the air, the groundwater, or into the Hudson and its harbor would be a disaster of epic proportions. Does the NRC wish to be a party to assigning a company likely to fail and run to bankruptcy, as toxic radioactive materials are handled and transported improperly?
