Dear Sir:
A problem has arisen recently with a number of the amendments issued by the NRC to the operating license for ~
the FitzPatrick facility.
Essentially, the problem is.
that the amendments are made effective as of the date 'of their issuance; however, it may be seven to fourteen days before the amendments are physically received at the plant y site and typically several more days are required to make the necessary changes to the plants procedures, test sched,.-
ules, etc. to reflect the amendment requirements.
On several occasions I & E inspectors from Region I have arrived on site with their copies of the amendment changes prior to the implementation of the amendment changes at the FitzPatrick facility and this has resulted in I & E unresolved items.
The purpose then of this letter is to request that the effective date of routine license amendments allow for l
mailing and implementation of the changes.
A suggested time frame is that the amendment be made effective twenty l
one (21) days after the date of issuance.
There may be situations on either your part or ours when an immediate or less than 21 days effective date for amendment changes are dictated.
Communications between your Project Manager and our Licensing Engineer (Mr. Y. Nagai - Q12) 397-2931) can establish this urgency.
The Power Authority will then make special arrangements for transmitting those amend-ments to the FitzPatrick plant.
