Dear Mr. O'Reilly:

In response to Mr. R. C. Lewis's letter dated October 19, 1982, Duke Power Company submits the following comments concerning the SALP Board Report for the Oconce, McGuire, and Catawba Nuclear Stations.

In general, Duke endorses the observations contained in the report regarding the performanc'e at each of the nuclear stations. Although pleased with the overall results, Duke will continue to seek improvements in the performance of station activities to maintain or improve conduct of the functions outlined in the report.

The company considers that the report, however, does not fully recognize the considerable efforts that have been expended to reduce the level of personnel errors occurring at its nuclear stations. It is often difficult to fully document in a Licensee Event Report all actions that are taken in response to these occurrences. Trend analyses conducted by Duke and information pre-sented by your Staff in the SALP meeting support the fact that the company has been successful in reducing the frequency of these events and compares favorably with other licensees in this area. The company will continue to pursue the basic cause of any incident to assure proper corrective action and to address any generic weaknesses. This should be the primary purpose of reviews by both the company and the NRC.

We look forward to working with members of your Staff in attaining this goal.
