Additional Information Related to Response to NRC Bulletin No. 90-01, supplement 1 Loss of Fill-oil in Transmitters Manufactured by Rosemount l

On March 1, 1993, we responded to NRC Bulletin No. 90-01, Supplement 1, Loss I

of Fill-oil in Transmitters Manufactured by Rosemount. On October 19, 1993, l

we had a conference call with NRC staff to discuss further information related to our response.

This letter documents the information which we provided during the Jall.

l Issue 1:

In our response to Item 1.b.,

we had stated: "None of the transmitters have shown indication of loss of fill-oil as evidenced by calibration trending and/or quarterly process noise analysis." During the conference call, we were asked which method we used.

We responded that we used both but that the noise analysis was used only as an additional indicator, never the sole means of determination.

Calibration trending was the method relied upon.

Issue 2:

In our response to Items 1.e. and 1.f.,

for the transmitters not requiring an enhanced surveillance program, we had atated that: " Existing administrative controls for Instrument and Control, Operations and Engineering ensure a high degree of confidence in detecting a loss of fill oil problem."

During the conference call, we were asked for examples of these controls.

We discussed several items:

I e the training provided to the Instrument and Control technicians which

included a review of the Rosemount technical manual updated with the NRC Bulletin information and class room training on detection of the problem, e the note which is now included in the surveillance procedure SP 2001, Daily Log, which is performed by operations personnel; the note identifies what may be indicative of a failing or failed transmitter and that upon noticing such behavior that it is to be logged for attention by the engineering staff, and e the work instruction procedure provided to the Instrument and Control technicians which elaborates the characteristics to be evaluated for the transmitters and the evaluation criteria for those characteristics; the procedure also requires that the documentation for each calibration of a Rosemount Differential Pressure Transmitter be reviewed by an Instrument
