1. During the six (6) month period ending December 31,1993 Northem States Power Company conducted 1394 drug and alcohol tests in accordance with 10CFR26.

NSP workers subject to random drug and alcohol testing are each assigned to one of three pools: Prairie Island, Monticello, and General Office. Random test rates for each pool are as follows:

Semi Annual Period POOLS Ending 12/31/93 General Office 108%

Monticello 100 %

Prairie Island 105%

ALL 104 %

For the reporting period ending December 31,1993, two (2) workers tested positive for drugs or alcohol and were immediately denied unescorted access to NSP Nuclear Plants..

Of these two (2) individuals, one (1) has been retumed to duty.

The one (1) positive for alcohol resulted from one (1) licensee employee random test.

Pre-access testing resulted in one (1) licensee craft employee positive for alcohol &

cocaine.

For the semi-annual period referenced herein all blind specimens submitted to NSP's HHS-certified laboratory yielded expected results.

NSP has analyzed program performance data for the six 6 month period ending December 31,1993 and has revised existing FFD procedures to incorporate i

enhancements as indicated by the analysis.

Fitness For Duty Summary Report Six (6) Month Period Ending December 31,1993 Reportable Events.

NSP had one (1) Fitness For Duty related Reportable Event as defined in 10CRF 26.73 (26.73 (a) (2)(ii). The event was reported to the NRC on August 2,1993, the same day NSP declared the worker's alcohol test a confirmed positive. The individual was retumed to duty in accordance with 10CFR 26 on August 13,1993.
