WM. H. ZIMMER NUCLEAR POWER STATION UNIT I 10CFR50.55(e) ITEM M-14, HVAC DAMPER ACTUATOR SPRING DEFECTS, DOCF~T NO. 50-358, CONSTRUCTION PERMIT NO. CPPR-88, W.O. 57300, JOB E-5590 FILE NO. NRC-8, M-14 Gentlemen:

This letter constitutes an interim report concerning the subject condition reported to the Commission under 10CFR50.55(e).

Our previous report, QA-1835, dated June 25, 1982 stated that certain corrective actions were required on several essential iso-lation dampers supplied by MCC Powers (MCC). Additional analysis by Sargent & Lundy (S&L) and actual field torque measurements have re-sulted in a revised action plan as follows:

1.

Three (3) actuators will be replaced rather than the eight (8) previously reported.

2.

Of the seventeen (17) which originally required actuator spring replacement, the additional analysis has determined that two (2) require replacement, five (5) have been determined acceptable, and torque tests for the remaining ten (10) cannot be performed until the VQ & VP system duct work installation is completed.

This work is currently suspended by the NRC Show Cause Order and Order Immediately Suspending Construction. This installation completion is required to establish the test conditions for mak-ing the torque measurements necessary for dispositioning these remaining ten (10) actuators.

3.

Three (3), as previously stated, will require actuator spring adjustment.
