Dear Mr. Ballard:

Our July 20, 1978 letter to you describes the methods used to determine if the sump pumps and observation wells are in hydraulic contact with the aquifer (see response to Clarification No. 2) .

The purpose of this letter is to inform you that the appropriate observation well records are checked to ensure that the water level has returned to near its original level whenever the sump pumps are purged. Similarly, when falling head tests are perfomed, the level in the observation well is observed until it returns to near its original level. This is evidence that the observation wells and sump pumps are in hydraulic contact with the aquifer.
