Dear Sir:
1 This letter transmits Revision No. 6 to the Vermont Yankee Training and Qualification Plan for Security (VY T&Q Plan),' This revision reflects enhancements recently made to our security program. This change was previously incorporated into our implementing procedures and the enclosure reflects the resultant plan changes. This revision also reflects a streamlining of the document; no commitments have been changed.

.i We have reviewed this revision and have determined that the changes do not decrease the safeguards effectiveness of the plan. Therefore, in accordance with 10 CFR 50.54(p), prior NRC approval of tlus revision is not required.
'the revision to the VY T&Q Plan is Attachment A to this letter. It is considered SAFEGUARDS 1NFORMATION which is to be withheld from public disclosure in accordance with 10 CFR 73.21.
