NRC Generic Letter (GL) No. 90-03 states "It is now recognized that implementing a formal vendor interface program'for every safety-related component is not practical," and that " vendors may not always be in the best position to analyse a failure because they may not be aware of the components' application, environment, or maintenance history."

Implications of Salem ATNS Events," which recommended a vendor I

interface program for every safety-related component.

The NRC's new position is that only nuclear steam supply system (NSSS) safety-related components need to be included in a formal vendor interface program, as described in the Vendor Equipment technical Information l

Program (VETIP) (Reference).

The NRC's new position also recommends 1

a program of periodic contact with vendors of other key safety-related components.

GL No. 90-03 and its supplement, dated Nay 14, i

1990 provided examples of other key safety-related components.

i As requested by GL No. 90-03, Philadelphia Electric Company (PECo) has reviewed its vendor interface programs to determine if the new NRC Position is met.

PBCo has determined that the Peach Botton Atomic Power Station (PBAPS) vendor interface programs i

currently include the elements requested in the new NRC Position.

The Limerick Generating Station-(LGS) vendor interface programs will i

conform to the new NRC Position within four months.

Details are provided below for each station.

Peach Botton Atomic Power Station, Units 2 and 3 l

As stated in its responses to GL No. 83-28, PBCo performed a one-time update of all vendor manuals.for safoty-related components (see September 1, 1988 letter from PECo to NRC).

This established a baseline for the-ongoing VETIP which includes periodic contact with vendors of NSSS and other safety-related components.

Therefore, the scope of components covered by the PBAPS VETIP meets the recommendations of the new NRC Position.

Limerick Generating Station, Units 1 and 2 PECo informed the NRC, in its November. 10, 1983 and subsequent responses to GL No. 83-28, Item 3.1.2, that. pre-operational test procedures would be developed by the Architect-1 Engineer (A-E) using the latest vendor documents, and that, after turnover of Unit 1 to PEco, the VETIP (developed in response to GL No. 83-28, Items 2.1 and 2.2) would ensure that up-to-date vendor and engineering test guidance would be maintained-in LGS operational phase test procedures.

The responses to GL No. 83-28 for LGS further stated that the vendor manuals would be placed'under PECo control after turnover of LGS Unit 1.

The vendor manuals are, however, not yet under PECo control.

Many of these manuals were needed for the completion of j

LGS Unit 2 construction and pre-operational testing.

In the i

interim, the A-E continues to update the manuals based on construction and pre-operational testing experience and information received by the A-E from vendors.

The manuals have been available for use by the plant staff.

Numerous types of procedures, not only test procedures, have benefited'from the vendor information

exchange.

The manuals are scheduled for turnover within the next four months.

Once turnover is complete, PECo will ensure that the l

vendor interface programs conform to the new NRC Position.
