lowc Electric Light and Power Company has made changes to the Duane Arnold

Enorgy Center (DAEC) Security Plan pursuant to the previsions of 10 CFR S-50.54(p)
These changes are reflected in Security-Plan Change number 25 (SPC-25) and have been reviewed in accordar.ce with the requirements of 10 CFR 6 50.54(p). We have determined that 'nene of the changes decreases the safeguards ef fect.ivennss of
'ne Security Plan or the Contingency Plan.

SPC-25 removes the Addendum addv1 hy SPC-24 (P,ef.) which described 'the planned-upgrades to the Securit.y measures for the OAEC Intake Structure ar.d the corrpensatory menures which were tw,lemented during construction of the upgt arte s.
The Addendum is being removed because the' upgrades have been completed and con:nensatory measures were discontinued on August 31, 1990.

SPC-25 removes the Addendum added by SPC-24 (P,ef.) which described t.he plannr:d upgrades to the Securit.y measures for the OtJ.C Intake Structure and the corrpensatory menures which cere implernented during construction of the-upgiades.
The Addendum is being retrovt.d because the upgrades have been completed and comiensatory pen ures $cre discontinued on August 31, 1990.
SPC-25 also modifies the Security Plan to include the intake Struct.uce Security upgrades.
