Operating License No. DPR-50 Docket No. 50-289 IE Bulletin 79-21 Clarification This letter is to clarify our stated position to Action No. 4 of the IE Bulletin 79-21 " Temperature Effects on Level Measurements". Our position has not changed, however, the response provided in our letter (TLL 013) dated January 9, 1980 could be misinterpreted that we intended to put tables, curves, or correction factors for level instruments into our emergency procedures. We have not placed these tables, curves or correction factors into the applicabic emergency procedures for the following reasons:

1.

The emergency procedures require immediate response by the operators.

Time is not available to consult correction curves and compensate indicated levels while responding to a plant transient.

2.

There is no indication of reference leg temperatures. Operators would have to approximate the reference Icg temperature based on Reactor Building RTDS used for measuring building ambient temperature. This is a time consuming task with minimal benefit.

3.

Operacors can safely operate the plant with the level errors induced by temperature effects.

4.

Operators are instructed on the temperature effects on level instru-ments using the information obtained from the evaluation of Items 1, 2 and 3 of the subject IE Bulletin in the operator training program.

5.

We have revised emergency procedures EP-1202-6A, B, C & EP 1203-24; to incorporate notes to remind the operators of the potential of erroneous level indications.
