Cooper Nuclear Station Safeguards Plan; Report of Change to incorporate Revision Number Two.

Dear Mr. Vassallo:

In accordance with the provisions of 10 CFR Part 50.54(p), Nebraska Public Power District is submitting a Report of Change to the Safeguards Plan, Revision 1, for Cooper Nuc1 car Station. Upon incorporation of this Report of Change, the current revision of the Safeguards Plan becomes Revision Number two. A description of the changes, which we believe do not decrease the effectiveness of the plan, is enclosed.

In accordance with the provisions of 10 CFR Part 2.790(d)(1) and 10 CFR Part 73.21, we request that the attached report be treated as proprietary information, as Safeguards Information where applicable and withheld from public disclosure.

These measures are submitted to comply with Cooper Station's requirement to submit an amendment to the Physical Security Plan (Volume One of the Cooper Nuclear Station Safeguards Plan) for activities during significant construction operations. This Report of Change serves as the amendment.
