On September 1, 1982, the enclosed Nuclear Accident Appendices to the Bay, Saginaw and Midland County Emergency Preparedness Plans were submitted by the State of Michigan, Department of State Police, Emergency Services Division to the FEMA Region V Assistance Committee (see attached letter). These appendices are being submitted to the NRC by Consumers Power Company in order to fulfill the requirements of 10CFR50.47. Revisions to the State of Michigan Emergency Preparedness Plan which concern Midland-specific planning are currently in progress and should be submitted for FEMA review in October 1982.

Enclosed are fif teen copies each ~of the " Nuclear Facility Procedures" portions of the Midland, Bay and Saginaw County Emergency Operations Plans submitted for review by the Regional Assistance Committee (RAC).'
An annotation of the NUREG 0654, FEMA Rep. 1, Rev. 1, is also included to assist the RAC in its evaluation of these radiological emergency
.j response plans.
These plans, considered s component of the Michigan Emergency Prepared-ness Plan for your purposes, have been developed through the combined effort of many state and local agencies. This reflects the preparation and commitment to protect the health and safety of communities within the emergency planning zones for the Midland nuclear power facility.
The Committee's review of these plans will facilitate the intended exercise date for the Midland plant on Mar 9, 1983.
