AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for North Anna Power Station, Unit Nos. I and 2. The proposed changes are enclosed.

This proposed change is to revise Table 6.2-1 of Technical Specification 6.2.2 to comply with the Nuclear Regulatory Commission's requirements on Nuclear Power Plant Staff Working Hours (Generic Letter No. 82-02) and also as per Nuclear Regulatory Commission letters dated February 8, 1982 and June 15, 1982 (Generic Letter No. 82-12). This proposed change is administrative in nature and does not pose any danger to the safe operation of the plant and/or public health. The proposed changes are provided in Attachment 1.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. Since this request is administrative in nature, a Class II license amendment fee is required for Unit 1, and Class I license amendment fee is required for Unit 2. Accordingly, a voucher check in the amount of $1600 is enclosed in payment of the required fees.
