I," reports the results of an assess-
.g ment of TMI-1 training programs against standards of excellence reflected in the most recent published and draft INPO criteria

to be uced by INPO for certification of utility training pro-grams.
The assessment was conducted in June to September of 1982 at Licensee's request by Data-Design Laboratories (DDL),
i.
a California-based firm whose experience is described briefly Z
at pages 2-3 through 2-6 of the enclosure.
The bulk of the hearing evidence on TMI-l's training i
programs was received in February, 1981.
The enclosed Report is being distributed because it represents a recent view of i
Licensee's training program and covers particular topics df3-cussed in this proceeding, including safeguarding of exams.
_I' As can be seen by review of the Report, DDL has concluded that GPU Nuclear has made significant progress in the past threa years to expand the TMI training capability and to improve the quality of its training programs; however, DDL believes inadequacies exist and has made recommendations where j
changes are considered desirable.

Limited numbers of the Report were provided to Licensee; some additional copies have been made to allow prompt distri-bution.
Volume 1 is being distributed at this time to parties who were involved in the training aspects of the case and to the Appeal Board and Licensing Board members.
I am informed that Volume 2 of the Report, itself comprising two 3-inch binders of documents, consists of backup materials (i.e.,
copies of Licensee training procedures) which DDL used in the course of its assessment.
