In Mr Erinun's nemorandum of 17 August 1982, subject: Supplemental Interim Finding on Offsite Preparedness for the Callaway (Missouri)

Nuclear Generating Facility, it is stated that " local plans were received by Region VII on August 10, 1982." Additionally, a staff and associated RAC review and coment period would require about sixty days.

Please be advised that as the supervisor of local planning for the counties of Montgomery and Gasconade, in the State of Missouri, I have a direct knowledge of the status of radiological emergency response plans for the Callaway Plant, as regards these two counties. The official County Court Orders appointing me as said supervisor of such plans is on file with the Comnission.

No local radiological emergency response plan or standard operating procedure has bem developped or accepted by either of the two counties named above. Several have been proposed by the Applicant (Union Electric),

but none have met the standards or criteria established by the Courts.

If you conduct a staff or RAC review at this time, you will not be reviewing the plans or STs of Montgomery or Gasconade counties. Such documents do not exist and any comments or approvals will have been an exercise in futility and a waste of time and money.

I am advised by the Director of Emergency Management for Callaway County that he has advised Mr. Steve Ferris, FEMA, Kansas City, Mo., on 02 Septenber 1982, that the proposed plans for Callawny County /Fulton are not accentable to those governr.cnts, either (copy of his ltr, atchd.).

'82 It is further understood that the four counties of Callaway, Osage, Montgomery and Gasconade will not approve individual plans or SOPa until all counties and incorporated towns within the EPZ are conpletely agreed that said plans and SOPS are adequate and issues of funding relating to such plans / SOPS are resolvcd to the natisfaction of all impacted governwnte.

This is to advise that we did not a ut hor i ze this submission.

The d oc tane nt s d o n o t meet local planning standards establi shed by the County Court and Mayor and have not been approved. Enclosed are copies of letters from local officials to Union Electric regarding this matter.

As you know the plan and SOP were developed by NUS Corporatinn and Union Electric Company. During the past five months we have attempted to work with IE and NUS to get the plan and SOP in proper order and reflect realistic local radiological emergency response capability.

As of this date the plan and SOP do not contain sufficient infor-mation and are not acceptable to the County Court and Mayor.

You should be aware of our position on this and that severa l changes, correct ions and addi t ions are ne ce s sa ry.
