Gentlemen:

On September 21, 1982, a telephone discussion was held between personnel f rom the NRC and Alabama Power Company concerning Alabama Power Company's July 26, 1982 lettec requesting an extension to the completion date for license condition 2.C.(19)(b) on modifications to install backup circuit protection devices in containment elec-trical penetration circuits. During that discussion, the NRC personnel requested that Alabama Power Company commit to perform functional testing of the existing breakers in circuits that are not being modified during the first refueling outage.

It was the original requirement of license condition 2.C.(19)(b) that all circuit modifications be completed during the first refueling outage. Due to the scope of work involved and the constraints associated with completing this work within the scheduled outage duration, the extension request was submitted to allow completion during the second refueling outage.

As stated in Alabama Power Company's letter of July 26, 1982, 4 it is anticipated that 50% of the containment overcurrent protec-l tion modifications will be completed during the first refueling

! outage of Unit 2. At this time it is not possible to identify specifically which of the circuits to be modified will be com-pleted. Therefore, since Technical Specification 4.8.3.1.a.2 requires that a representative sample of 10% of each type of circuit breaker be functionally tested every 18 months, Alabama ,

Power Company will ensure that this representative sample includes (> t>l one circuit breaker in each group of Technical Specification Table 3.8-1 for circuits not modified during the first refueling outage.

Additionally, all of the new overcurrent protection devices that are installed during the first refueling outage will be demon-strated OPERABLE prior to startup from the first refueling outage.
