Dear Sir:
One of the reserve plant AC power supply lines to the James A.
FitzPatrick plant is the 115KV FitzPatrick - Lighthouse Hill No. 3 line.
This line, from the Lighthouse 11i11 liydroelectric Generating Station, is owned and maintained by the Niagara Mohawk Power Corp.
To insure the continued availability of this line, periodic preven-tive maintenance is necessary.
The efficient completion of this work requires that this line be taken out of service for approximately three months.
The Niagara Mohawk Power Corp. has recently requested the Authority's cooperation in taking this line out of service so this maintenance can be completed.
An alternate 115KV line, from South Oswego - Lighthouse Ifill No.
2, would be temporarily substituted for the FitzPatrick - Lighthouse Hill No. 3 line.
In this way, two ll5KV sources would still be available, (except for the short time ne-essary to perform the changeover) for use as reserve AC power.
Niagara Mohawk has further stated that they do not have any other feasible alternative that would allow for this maintenance work.
The Authority requested that Niagara Mohawk Power Corp.
con-firm that the reliability of the temporary feed does not differ significantly from the normal feed.
Their records show that from 1976 to the end of 1980, neither line suffered an outage resulting in substation breaker lockouts which isolated the lines.

There have been nine outages with automatic restoration of the FitzPatrick - Lighthouse Hill No. 3 line for a total outage time of one minute, thirty seconds.
On the South Oswego - Lighthouse Hill No. 2 line, there have been eighteen outages with automatic restoration, for a total outage time of two minutes, forty-five seconds.
Because of the different electrical characteristics of the normal and temporary lines, bus tie disconnect No. 10017 (shown on Figure No. 8.3-2 of the recently revised FitzPatrick FSAR, Reference 1) must remain open.
This condition would contradict the intent of this normally closed bus tie.
In the closed position, the two reserve plant AC transformers can draw power from either ll5KV line.
With the disconnect open, each 115KV line supplies only one transformer.
Bus tie disconnect No. 10017 is a motor operated switch operable from the FitzPatrick Control Room.
Should either ll5KV source become unavailable, power to both reserve transformers could be restored by closing the bus tie connect.
A safety evaluation has been prepared in accordance with the provisions of 10CFR50.59.
Bas,d on the results of this evaluation, this temporary change does nc constitute an unreviewed safety issue.
We believe that maintaining bus tie disconnect.No. 10017 in the open condition might be misconstrued as a violation of the in-tent of FitzPatrick's Technical Specifications.
Technical Specifications do (Section 3. 9. A. 2, page 223) permit operation for seven days with a single reserve AC power source un-available, provided both emergency diesel generators are operable.
Because of the temporary nature of the change, and because the change could be interpreted as contradictory to technical specification bases, the Authority requests the Commission's concurrence before proceeding.
The Power Authority considers the maintenance of this line, and it's continued reliability, to be of significance to the long-term safe operation of the FitzPatrick plant.
Niagara Mohawk Power Corp. has requested that this change be implemented as soon as possible so that maintenance can be completed before the onset of the winter season.
Therefore, your prompt response would be greatly appreciated.
