This letter and its attachments are provided in response to the Perry SER confirmatory items numbered 46, 48 and 49 regarding training and plant procedures. These items further address TMI action items II.B.4, I.C.3 and I.C.6 respectively and will be incorporated in a future FSAR amendment. Our response to confirmatory item 47 addresses the implementation status of the Nuclear Project Training Section.
We believe that this information should resolve these confirmatory issues in the next Supplementary Safety Evaluation Report (SSER No. 2).

Confirmatory item #46 Training Program finalized to TMI Action Plan Item II.B.4 requirements (13.2.1)
RESPONSE
The following outline is provided to address the Perry program for compliance with the training requirements of TMI Action Plan Item II.B.4 for degraded core training.
Training in the areas of Thermodynamics Mitigation of Core Damage will consist of a minimum of 80 contact hours for all NRC Licensed Operators. Successful completion is determined by achievement of a grade of at least 80% on a comprehensive exam.
The program consists of three phases ar.d will be tailored to meet all requirements set forth in II.B.4.
Phase I of the program will involve 20 contact hours of training in the following areas:
1 ).
H Generation in Degraded Core conditions.
2 2). Heat Transfer and Fluid Flow, including available Cooling Mechanisms, Heat Sources, Mechanics of Fuel and Core Damage, and Damage Threshold Parameters.
3). Utilization of installed instrumentaiton, including Incore Nuclear Instrumentation, Process and Area Radiation Monitoring Systems and Installed Control Room Indica-tions.
4). Determination of dose rates from outside containment for estimation of core damage.
5). Effects of pre-accident corrosion.
6). Radiochemical results of Degraded Core Conditions.
7). Techniques for recognition of Inadequate Core Cooling.
Currently, 36 Perry Plant Department personnel have attended this phase of training; this number represents approximately 50% of personnel currently on site. This presenta-tion was given as a 2) day Degraded Core Training course by General Electric.
Phase II of the training program will involve 20 contact hours of formal training on Perry Specific Off Normal, Emergency Procedure Guidelines and use of SPDS and ERIS.
At present, this program has not been developed or implemented pending preparation and approval of the specific implementing procedures.
Phase III consists of a 40 hour4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> program of Practical Application on the Perry Simulator in Tulsa, Oklahoma. All personnel will be involved in simulated accident conditions which will allow application of the techniques and procedures described in the first two phases of training. Page 2 Specific training in Core Damage Mitigation is supplemented by other facets of operator training of a more general nature. All candidates for Simulator Certification usually attend approximately 80 hours9.259259e-4 days <br />0.0222 hours <br />1.322751e-4 weeks <br />3.044e-5 months <br /> of instruction reviewing basic fundamentals of Chemistry, Materials, Reactor Physics, Health Physics and Heat Transfer. Additionally, several candidates or. Senior Reactor Operators are currently attending college level, accredited engineering courses in Calculus, Physics, Chemistry, Heat Transfer, Fluid Flow, and Thermodynamics. This program is available also to Reactor Operator designated personnel.
Finally, all license candidates shall participate in approximately 80 additional contact hours of instruction in Plant Thermal Sciences, unless equivalent college courses have been completed, which will specifically address plant specific phenomena under normal and faulted conditions.

Confirmatory Item #47 Additional information concerning the applicants nuclear project section training program (13.2.2)
The following is an interim status on the implementation of the Nuclear Project Training Section (NPTS).
Current activities of NPTS have involved the following areas:
Co-location with Perry Plant Department (PPD) Training Unit - Both training groups are now located adjacent to each other in the main office area, allowing joint utilization of equipment, supplies, and reference materials. Work is underway on a common set of procedures applicable to both groups, in anticipation of the planned merger at fuel load.
Staffing - NPTS is staffed with nine (9) permanent employees, with one job offer pending; the most recent staff addition is a person with a PM. D and a strong background in educational administration. PPD Training Unit has a staff of 13, with two or three additions planned by year's end.
Facilities - Extensive input has been provided to plans for the recently started Perry Training Facility, scheduled for occupany in 1983.
In addition to class-rooms and office space for the combined training staff, the facility will include the Perry Control Room Simulator, and I6C Process Control Simulator, I&C Electrical, and Mechanical laboratories,a training library, material productions and storage areas, and a GET/RCT projection room, which will also include video taping facilities.
Training Programs - Courses conducted or scheduled include a seven-part seriss on Nonconformance Control and Design Change Control for both Project Organization and Contractor personnel, and Engineer In Training course, a Construction Audit course for Contractor personnel, a BWR Technology Course, and ASME Code Section III course, and d film series on Corrosion Engineering.
On-going programs include an orientation for all new employees, development of a basic QA introduction for new employees in key positians (target date: November),
and a two-year Associate Degree program in QA/QC Technology which has been developed jointly with Lakeland Community College and is being offered beginning with the Fall Quarter 1982.

RESPONSE
The following revised response is provided for TMI Action Plan Item No. I.C.3.
A corporate management directive will be issued establishing the command duties of the shif t supervisor that emphasizes the crimary management responsibility for safe operation of the plant. Plant administrative procedures will define the duties, responsibilities and authority of the shif t supervisor and control room operators. The Shif t Supervisor training program will emphasize and reinforce the responsibility for safe operation of the plant and the management function the shif t supervisor is to provide for assuring safety.

RESPONSE
Procedures for verifying functional acceptability of any equipment which is important to safety are under development and will be available for review. For equipmeat control measures in radiation areas, ALARA considerations will be taken into account in the procedure development.
