This letter constitutes a final report concerning the subject deficiency originally reported to the Commission under the require-ments of 10CFR50.55(e).
As stated in our previous report, QA-1820, dated June 16, 1982, the as-built weld connections of the two horizontal sheet piling l
walers at the 506' Sh" elevation to the embedded plates on the Service l
Water Pump Structure were not installed in accordance with the design I
drawings. The installed connection provided a one-sided clip angle connection rather then the concentric two-sided connection as detailed on the drawings. Since the connection transfers both shear and tensile loads, an eccentricity was created during any lateral loading of the sheet piling. The construction tolerances in driving the sheet piling necessitated the waler on the south side to be installed with a slight offset from the center of the embedment plate.
This offset created additional eccentricity on the connecting joint.
Further investigation revealed similar irregularities at the in-termediate and lower elevation connections (Elevations 478' and 458').

e Mr. J. G. Keppler Regional Administrator Region III August 19, 1982 - QA-1949 Page 2 A total of five (5) connections required repair to improve the design integrity of the connections and one will be reworked. Presently, work has been completed on all but one of the six connections.
Com-pletion was scheduled for August 1,1982,however, because of delays associated with ongoing bracing installation in the fiume, the scheduled completion date is October 31, 1982.
We trust the above will be found acceptable as a final report under 10CFR50.55(e).
