In response to your letter of July 21, 1982, and in accordance with 10 CFR 2.201, the attached reply addresses the Notice of Violation which was included as Appendix A with the referenced Inspection Report.
The noted violation involved the failure to follow radiation protectioa procedures.

DUQUESNE LIGHT COMPANY Beaver Valley Power Station Unit No. 1 Reply to Notice of Violation Inspection 82-13 Letter dated July 21, 1982 VIOLATION (Severity Level V, Supplement I)
Description of Violation (82-l3-01)
Technical Specification 6.lt requires adherence to personnel radiation protection procedures.
Radcon Manual Procedure 8.4, Radiation Work Permit (Access' Control), Issue 1, Revision 1, June 5,198l, requires personnel to record pocket dosimetry readings on the appropriate Radiation Access Control Permit dosimetry data record sheet upon exiting the controlled area.
Contrary to the above, ten individuals failed to record such data on June 3, 1982 for Radiation Access Control Permits 82-23-R, 82-141-H, and 82-151-H.
Corrective Action Taken The Radeon Supervisor initiated daily audits of dosimetry records.
Supervisors of individuals who failed to record required dosimetry data were notified by memorandum of the procedure vialations and requested to respond as to actions taken.
In addition, signs were prepared and placed in the exit traffic paths to alert personnel to record the required dosimetry data.
Action Taken to Prevent Recurrence The Controlled Area exit path has been changed to route personnel past the Radiological Work Permit sign-in desk.
