(1) NEW MIDLAND SITE EMERGENCY PLAN SECTION (2) PROCESS STEAM COORDINATION MANUAL PROCEDURE 5-1 This letter provides information concerning Consumers Power Company's Midland emergency planning relationship with the Dow Chemical Company, Michigan Division and is in response to: (1) the concerns raised by Dr D Moeller in the June 4, 1982, ACRS meeting concerning the Midland plants, (2) the recommendation in the reference and (3) the associated open item identified in the first supplement to the Midland Safety Evaluation Report.
Enclosure (1) will be incorporated as a new section to the Midland Site l
Emergency Plan (SEP) and Enclosure (2) will replace the current CP Co/Dow letter of agreement now in Appendix A to the SEP. Both enclosures will be l
provided in a future revision to the SEP.

It is anticipated that the concerns above will be resolved pending your reviaw of this submittal and that the SER open item concerning Dow will be closed.

1 New SEP Section 5.4.4 5.4.4 The Dow Chemical Company, Michigan Division The Midland Nuclear Power Plant is designed such that it can supply steam to the Midland Manufacturing Site of the Michigan Division of the Dow Chemical Company (Dow), which is then used for heating chemical processes at Dow. The Dow complex lies just to the north of the Midland Nuclear Power Plant site across the Tittabawassee River.
Because of the close proximity of the two facilities and the potential for a chemical release from Dow or a radiological release from the nuclear plant which could affect the other facility's normal operation, a special emergency planning ret.'ionship has been established between the two companies (Dow and Consumers Power). This working relationship is described in Appendix A to this plan in the form of a procedure taken from the CP Co/Dow Process Steam Coordination Manual concerning emergency plans for both facilities. This procedure acts as the letter of agreement for emergency planning between the two companies.
It describes notification, communication and protective action recommendations to be provided by each company.
Each company has made provisions for coping with emergencies which may have been caused by a failure at the other company's facility. Dow has an annex to its emergency plan which concerns radiological incidents caused by the Midland Nuclear Plant and Consumers Power has a SEP implementing procedure (STA 9924.1) which concerns hazardous gas / liquid releases. Also SEP Table 4.4, Item 2, classifies hazardous gas releases. Each company will take action based upon the severity of the incident and upon the recommendations given by the other company.
In general the actions.utside of the control room to be taken by Midland Nuclear Plant pers 2nel will be that of site evacuation or sheltering as directed by the Site Emergency Director.
In order to provide hazardous gas / liquid emergency response training for Consumers Power plant personnel, a drill implementing portions of STA 9924.1 will be performed annually with Dow.
Communications links between the two companies will be tested at least quarterly as are other emergency communications links.
Habitability of the control room is described in SEP Section 6.4.2 and FSAR Sections 6.4 and 9.4.
