I assume no further information is needed for NRC fees. The following is the information requested for each of the three vendors for which funding was requested.
Burns & McDonnell - License Compliance The approved budget for 2019 is $60,000, and nearly all of that has been spent. As the letter states, there are two additional tasks for which funding is requested:
Cultural Resources Survey - $175,000 Prepare historic documents for uploading to ADAMS - $30,000 Essentially all of this work will be paid for in 2020, but approval to spend the additional $205,000 prior to approval of the 2020 budget is needed. When we revise the proposed budget for 2020, these costs will be reflected in the submittal.
Burns & McDonnell - Decommissioning No additional funding is requested. EPM was able to pay for all the out of scope work described in the letter by:
Eliminating construction of an access road for vertical profiling ($100,000+)
Deferring preparing requests for bid, evaluating bids, and selecting contractors ($356,000) until 2021.
Enercon Services - License Compliance The approved budget for 2019 is $387,000, and nearly all of that has been spent. The three tasks listed in the December 13 letter required an additional $50,000. That work has nearly been completed, but remaining funding is insufficient to cover the cost of that work. Essentially all of this work will be paid for in 2020, but approval to spend the additional $50,000 prior to approval of the 2020 budget is needed. When we revise the proposed budget for 2020, these costs will be reflected in the submittal. EPM did not request an additional $437,000; that is the total approved funding from 2019 until the 2020 budget is approved.
Veolia Nuclear Solutions - Federal Services - Decommissioning The approved budget for 2019 is $1,181,000, and all of that has been spent. The following out of scope work requires additional funding to pay for the following tasks:
Project Management - Increased cost due to numerous additional activities - $10,000
Uranium treatment and resin processing design - for backup power, pre-filtration, floor drains
& sumps, addition of HVAC fire protection, etc. - $307,000 Biodenitrification and solids processing design - to increase potential nitrate influent concentrations to 150 ppm, address Tc-99 treatment and biomass issues, etc. - $130,000 Tc-99 treatability testing - $26,000 Total cost for out of scope work - $473,000
Eliminating responding to RAIs ($10,000) and preparing requests for bid, evaluating bids, and selecting contractors ($292,000) saved $302,000 from the approved funding for 2019, but an additional $171,000 is needed to pay for the out of scope work. This increases the total approved funding for work performed in 2019 from $1,181,000 to $1,352,000.

- Jeff, I reviewed your request dated December 13, 2019 and need you to provide the following details.
- 1. Total amount of additional funding requested and breakdown for each task.
For example, you requested $437 K for Enercon support for 3 tasks but did not provide individual costs for each task to justify the total request for $437K.
- 2. Identify dollar amount of funds that will be used from work that was deferred.
Need to explain what was deferred and why. When it will be done and dollar amount that will be re-allocated to tasks needed now.
Dollar amounts from 1 (advanced) and 2 (used from deferred tasks) above should equal the total of funding needed now.
