Dear Mr. Keppler:
MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 I.E. Bulletin Nos. 80-14 and 80-17 The following information is submitted with respect to I.E. Bulletin Nos. 80-14 and 80-17 and its supplements. Upon completion of the modifications to the Scram Discharge System, continuation of the " interim" or "short-term" requirements of IEB 80-14, IEB 80-17, and the Generic Safety Evaluation Report of the BWR Scram System (SER), will not result in a meaningful increase in safety. The forthcoming modifications to the system will resolve the design deficiencies in the manner specified as Acceptable Compliance in the SER.
Therefore, the actions taken in response to I.E.Bulletins 80-14 and 80-17 will be discontinued upon system modification.
This will include, but is not limited to, removing all of the SDV header ultrasonic level sensing instrumentation and re-installing the internals of the check valves in the SDV vent lines.
