NOTICE OF ISSUA!4CE OF AMENDPENTS FACILITY OPERATING LICENSE NOS. DPR-77 At'D DPR-79 The U. S. Nuclear Regulatory Commission (the Commission) has issued Anendment No.14 to Facility Operating License No. DPR-77 and Amendment No. 5 to Facility Operating License DPR-79, issued to Tennessee Valley Authority (licensee) for the Sequoyah Plant, Units 1 and 2 (the facilities) located in Hamilton County, Tennessee.

The amendments were authorized by telephone on June 18, 1982, and were con-firmed by letter on June 23, 1982. The amendnents authorize, for a period of 30 days, changes in the requirement that containment sump level instrumentation be i

operable for automatic switchover from Refueling Water Storage Tank to containment sunp and accident monitoring. These anendraents were issued on an expedited basis to permit both Sequoyah units to remain at 100 percent power.

The application for the amendments conplies with the standards and requirenents of the Atomic Energy Act of 1954, as amended (the Act), and the Connission's regu-1ations. The Commission has made appropriate findings as required by the Act and the Commission's regulations in 10 CFR Chapter I, which are set forth in the license amendnents. Prior public notice of these amendments was not required since the anendnents do not involve a significant hazards consideration.

The Commission has detemined that the issuance of these anendments will not result in any significant environnental impact and that pursuant to 10 CFR 551.5(d)(4) environmental impact statements, or negative declarations and environmental inpact cppraiwls..M ra.,t bc s,7Cprcd '
